We are a small, flexible health systems organization, with both global influence and local grounding. We are looking for a Country Director to assume a leadership role in our Maputo office.
The Country Director will oversee the portfolio of projects handled through the Maputo office, which may involve travel to the provinces outside of Maputo. The portfolio, which is rapidly evolving, currently spans the firm’s various technical areas.
The Country Director is responsible for strategic planning and people management for the Mozambique country office. S/he will also support back office functions including: operations, human resource, finance, administration, monitoring and evaluation, and required reporting for the country programs. The Country Director is expected to contribute with technical expertise with the various projects on portfolio.
The Country Director will also pursue new sources of donor funding, leading and participating in proposal teams, to ensure diversification of the country program portfolio while maintaining existing donor relations and expansion of existing programs.
The ideal candidate should be a hands-on manager, enthusiastic to shape the growth of a cutting-edge enterprise.
Location:** Maputo, Mozambique
Reports to: VP-Programs, Washington DC
Provide leadership and oversight to local office staff, including senior technical specialists, analysts, and operations/office staff.
Consult and coordinate with key stakeholders within government, donors, and other non-state actors to achieve buy-in and consensus.
Provide direct technical assistance, as required, in areas of expertise. These areas may include performance based financing, research, human resources for health, health insurance, supply chain management, health financing strategy, etc.
Represent ThinkWell in-country and be the focal point with in-country clients
Ensure timely delivery of quality products. Maintain outstanding levels of client satisfaction. In conjunction with finance staff, monitor and be accountable for project budgets.
Lead, or participate in, new business engagements, including building relationships and proposal development.
In conjunction with the home office staff, ensure development and execution of operations for the Maputo office including finance, accounting, banking, recruiting and orientation, inventory management, maintenance of current business registrations and visas, etc.
Produce high quality prose for analytical reports. Provide written input into technical documents, project status reports, and blogs and articles for publication and dissemination on ThinkWell’s website, external sites, and at conferences.
Maintain communications with other ThinkWell project managers in various global locations, for the purposes of technical exchange, knowledge management and dissemination, cross-fertilization, etc.
Participate in various company initiatives and teams in accordance with the incumbent’s areas of interest and the company’s/team’s needs, e.g. staff development/talent management, technical quality assurance, etc.
Other relevant projects and tasks, as needed.
Master’s degree or higher in Health Economics, a health financing-related Master’s in Public Health; a Bachelor’s degree plus additional experience may be substituted;
At least 10 years of relevant work experience;
Significant work experience in health financing;
Significant experience working with ministries of health and finance, and with donors and implementers;
Proven track record in project management, people management, and budget management;
Practical experience in the design and implementation of capacity development interventions;
Fluent command of English; working proficiency in Portuguese, Spanish, or French preferred;
Willingness to travel, including to low-income countries and fragile states.
