Background/IRC Summary: The IRCs Emergency Unit (EU) leads or oversees IRCs global emergency preparedness and response activities. The mission of the EU is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The EU also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services.
The IRCs fulltime Emergency Response Team (ERT) is a standing team of specialized professionals ready to deploy to an emergency within 72 hours.
The IRC Violence Prevention and Response Unit (VPRU) seeks to reduce people's vulnerability to and support their recovery from violence, and promote transformative work for a future free from violence. VPRU includes a team of Child Protection technical experts that design and lead programming to prevent and respond to abuse, exploitation and neglect of children. Child Protection emergency experts work closely with the Emergency Unit, with VPRU technical experts in WPE and Protection/Rule of Law, with other IRC sectors, and in partnership with local communities to promote and protect the wellbeing of children through immediate safeguarding, protective family and community environment strengthening and child protection system building interventions.
Job Overview/Summary: The IRC ERT staff is expected to be deployed in the field, either in an emergency or roving capacity, for up to 65% of the time and must be able to deploy to the site of an emergency within 72 hours of notification.
Members of the Emergency Response Team are deployed to either support existing country programs in their emergency response, or to initiate a new program in the crisis zone. The overall responsibility of the team is to rapidly and effectively design, develop and manage the IRC's on-site humanitarian response to meet the immediate needs of the affected population. The ERT is also responsible for supporting the transfer of responsibilities and knowledge to the long-term staff to ensure the continuity of IRC programming and operations.
The ERT Child Protection Coordinator is responsible for Child Protection program assessment, design, start-up, management and monitoring in emergency response. This includes sector strategy development, proposal development, technical oversight, staff management and development, administrative supervision, budget management, grants compliance and local partner relations. A successful candidate will demonstrate ability to work in fast-paced environments and to apply creative, flexible design to Child Protection work in challenging contexts.
The Emergency Response Team Child Protection Coordinator is a member of VPRU and the Emergency Unit. During emergency deployments ERT staff will work under the direction of IRC's Emergency Field Director or designated country emergency lead. During times with no acute emergency deployment the ERT Coordinator will report to the VPRU Deputy Director for Emergencies.
Major Responsibilities: The beneath responsibilities will focus on preparedness and response in relation the specific needs and interests of children and young people in emergencies. Program interventions include, case management, parenting, and safe healing and learning spaces.
Be prepared to be deployed within 72 hours;
Ensure high quality and timely assessments of the Child Protection needs, and provide prioritized recommendations for program interventions to the ERT Field Director/emergency lead;
Design Child Protection program responses and strategy, including geographic areas of intervention, in coordination with internal and external actors;
Draft technical proposals and budgets for international donors, work in close collaboration with IRC grants and finance staff to finalize proposals and respond to any requests for additional information;
Manage grant/program implementation including staff recruitment and training, workplan development, procurement and inventory planning, and budget management;
Prepare high quality and timely donor and management reports on grants and sector activities;
Select and implement appropriate monitoring systems ; ensure consistent reporting and analysis of results to enhance program effectiveness and quality;
Ensure compliance with IRC policy and procedures throughout the program team and activities;
Represent and coordinate with other agencies, local government , donors and other stakeholders to promote delivery of best practice humanitarian assistance;
Ensure - through program design and practice, team capacity and behavior - that the people the IRC serves drive our action, are part of the design and implementation of programs, and that their access to services and programs is meaningful and safe;
Ensure regular trends analysis of broader protection context and highlight needs in other technical fields within VPRU - Women's Protection and Empowerment and Protection/Rule of Law - where necessary;
In close collaboration with country management and global advocacy units, contribute to strategies to address IRC advocacy priorities;
Support media and communications activities as requested by the ERT Field Director/CD/in-county emergency lead;
Provide a comprehensive handover to successor, including ensuring transfer of all related documentation, program monitoring data and staff performance information.
Work with EU staff and HQ VPRU staff to develop emergency preparedness and response strategies and tools;
Work with country programs to implement emergency preparedness and response in selected IRC countries;
Contribute to the continual development of appropriate and cost-effective contingency stocks, revising the stock list in accordance with lessons learned in the field and monitoring replenishment.
Participate in the development and management of global funding proposals to support emergency preparedness.
Provide technical support to existing country programs remotely and through in-country visits or short-term deployments;
Assist in the development and launch of new technical policy, procedures and training materials;
Inter-agency representation related to emergency preparedness, response and coordination;
Contribute to the design and implementation of VPRU emergency preparedness and response tools, trainings, and initiatives.

Minimum 5 years work experience in child protection in emergencies programming at the Coordinator level or above required; experience in Child Protection case management, including FTR programming.
Ability to commit to deployment within 72 hours of notification of assignment for a minimum of 6 and up to 12 weeks
Demonstrated skills in effectively managing and building programs and/or operations in high-pressure, fluid environments. Leadership and team management skills are essential.
Prior success managing in an emergency environment and/or start-up environment as part of a multinational team
Excellent capability to represent the IRC in forums in emergency settings and excellent communication skills including the ability to deliver presentations to professional, lay and donor audiences;
Proven writing and editing skills, including the ability to effectively write and edit grant proposals and reports;
Effective people and program management skills in acute emergency contexts: the ability to train, lead and manage staff productively under stressful circumstances;
Flexible work attitude: Be flexible and yet focused & reliable in an environment of changing demands;
Good computer skills: facility with MS Word, Excel, and email/internet software.
Multi-lingual skills advantageous - with priority placed on French and Arabic.
